The growth of the Finnish economy depends on its major urban areas and primarily Helsinki Metropolitan Area. Competitiveness is an essential but not sufficient condition for success in the global marketplace. Finnish infrastructure has been found highly functional, corruption is non-existent, the level of education is high and development stable.

Culminatum seeks to respond to the question at hand through the Helsinki Region innovation strategy, which aims to enhance the attractiveness of Finland as a location for investment and world-class experts in various fields. Culminatum Ltd Oy is a development company owned by the Uusimaa Regional Council, the cities of Helsinki, Espoo and Vantaa, and the universities, polytechnics, research institutes, and business community of Helsinki region.
